to reduce the message traffics in keshan, we have done the 

following:

- fly changan: you will land on the town center, instead 

of kezhan. people in kezhan will not be disturbed by

those who fly from/to kezhan

- toys will not disturb you if you set brief_message YES,

however if you are involved with toys, you will see all

the relevent messages.
